New policy reinforces our existing restriction against sale of stolen goods

Effective June 30, 2025, we’ll implement a new, dedicated stolen goods policy that reinforces our commitment to combat the sale of stolen goods to help protect customers.

To comply with new government regulations, we’re required to create this as a standalone policy, but this new policy is consistent with our existing efforts to investigate and prevent the sale of stolen goods. This new policy is also consistent with sellers’ existing requirements not to engage in illegal activities.

The sale of stolen goods is illegal. To comply with the policy, you should continue to ensure the legitimacy of your supply chain as described in our existing policies, such as the Responsible Sourcing documentation request requirements.

As a reminder, the sale of stolen goods may result in removal of listings, immediate loss of selling privileges, ineligibility for fund disbursement, disposal of inventory in our fulfillment centers at your expense, and other legal consequences.

WHY are you still referring to RECEIPTS in that link?

WHEN will your attorneys actually get SERIOUS and specifically state that OA and RA are NOT PERMITTED?

Just as a reminder here are the penalties that AMAZON faces under the INFORM Act for every item that AMAZON can not prove is authentic and is allowed to be sold on the site --

(ii) Whether the high-volume third party seller used a different seller to supply the consumer product to the consumer upon purchase, and, upon the request of an authenticated purchaser, the information described in clause (i) relating to any such seller that supplied the consumer product to the purchaser, if such seller is different than the high-volume third party seller listed on the product listing prior to purchase.

A violation of the law is treated as a violation of an FTC rule. So online marketplaces that don’t comply may face FTC law enforcement that could result in civil penalties of $50,120 per violation. The statute also gives enforcement authority to State Attorneys General and other officials authorized by the State. They may file an action in federal court to enjoin further law violation, seek civil penalties and other remedies permitted under state law, and obtain damages, restitution, or other compensation for residents of that state.

Hello,

This is great progress, but I think it's also important to address the issue of fraudulent buyer behavior. Unfortunately, there are cases where buyers misuse the return system—for example, by returning empty boxes—which can be incredibly frustrating and costly for honest sellers.

In my own experience, I’ve had a customer repeatedly return empty packages through FBA. Despite reporting the incidents, the same buyer continued making purchases.

I truly value HAQM as a platform, but I hope more robust protections will be put in place to better support sellers against repeat abuse.

I primarily sell used books and records. Are they going to require receipts/invoices for them, too?

How do you determine if an item is stolen?

Why do you allow bad actors to sell and steal brand owners listings, images, content?

Why do you allow buyers to scam the sellers with fraudulent returns and refunds?

These are serious issues as well that HAQM NEEDS to address and fix!

Receipts are NOT an acceptable document as stated in your policies but you (HAQM) continue to use that word.

More regulations for the sellers but nothing to combat buyers committing crimes regarding Theft by deception via Mail Return Fraud which is a Federal Offense?

when will amazon provide strong policies against the buyers who steal us blind?

Looks like an excuse to steal confidential and trade secret information to create competing products and limit FBA reimbursements when HAQM loses products.

IMPORTANT NOTE: this does not apply to product HAQM steals, e.g. items lost in a warehouse, refunded to seller at a fraction of the actual cost (while acquiring sellers' vendor info in the event the product sells well enough to cut the seller out of the loop), and either relisted as a competing product, or sold for a profit in bulk to an outlet.

Also note: that a bot incorrectly identifying stolen goods will also induce all these punishments, with no repercussions.

Also note: we don't really care what a buyer does, legally or otherwise, so if they keep your item and return a stolen good, we'll happily launder those stolen items!
