Fraudulent Returns and Safe-T Claim poorly written
This is relatively new to HAQM for us but has been going on in other marketplaces. Buyers are buying and shipping to an address of another person and then they claim the product is faulty or some gosh awful return reason. instead of shipping my product back, they ship an envelope with garbage in it. Anyway. when I went to the Safe-T Claim section, it said I could not file the claim because I had not issued a refund yet. After I issued the refund, It says I cannot file the Safe-t Claim because I INITIATED THE REFUND. No duh. You said a refund had to be made before a claim could be submitted.
Is there anything I can do, a department I can reach out to, or is this a $300 learning curve since there were 2 of these type returns ins 2 days.

A to z claims and safety claims will never be reimbursed when you do the refund.
For returned merchandise you have to wait for HAQM to refund the money on your behalf.

Please add us on to the victims list as well. Two this week shipped to separate addresses one in Louisiana and the other in Oklahoma, RFS in Ontario California. A small pocket notepad in one and plastic wrist band in the other.
One Safe T granted and the other denied initially and on appeal.

If HAQM doesn't refund the return at First Scan, wait for about 7-8 days and HAQM will auto refund the buyer. You may then file your Safe-T Claim.

this all sounds like the group of sellers that have targeted myself and thousands of other sellers and it is the basis for a lawsuit against walmart...trust me, they are the ones behind this.
Anyway, I have had problems lately with filing safe-t claims and having them get denied for reasons that are not valid (amazons fault)

We regularly sell a $60 product that some customers return, often using the wrong reason code to get a free return from HAQM. Our safe-t claims usually come back granted, but the amount is less than $1. What a pittance.

It gets better. If you do get to file the Safe-T claim properly and win, you then get to fight the Chargeback on the same order in a few weeks . do not throw away your proof. In many cases you will lose to the buyers bank. These are probably the same people that attempt to open credit cards under your undentiy. UPS fraud team told me this is now a $1.5 billion dollar industry.

Add us to the list...two packages in two weeks. Both returns came back in small gray mailing envelopes. One had a my little pony valentine in it and the other package had a pokemon notepad. Junk.
Both UPS return scans from Ontario, California despite the customer addresses being in North Dakota and Utah.

A Safe-T Claim is the wrong way to approach these situations.
The best thing to do, first off, is make sure you check all your returns for fraud as soon as possible, preferably immediately upon receipt. I say this because you need to take action as soon as possible, before the buyer (so called) files an A-to-Z claim.
If you receive a fraudulent return, immediately issue a refund with a 100% restocking fee. Select the option 'Item returned is materially different'.
You need to take a picture of the shipping label, a picture of the package open but with the returned item still in it, and a picture of the returned item (preferably several). You will need to attach these pictures when issuing the $0 refund.
In the comments say that this is obvious switcharoo return fraud. Switcharoo is the word HAQM uses for these types of returns internally.
Lastly, hold on to the item that was returned and the packaging, in case the buyer (so called) opens an A-to-Z claim and you need to present more evidence.
As far as the $300 item you already refunded, consider it a hard lesson - that money is gone, and you have no recourse.
